Way-Past-Cool

I have this idea for a comic book. It's unique. It sounds like it would be lame from the title, but it's actually quite the opposite. I have a clear vision of what I want it to be like (conceptually) but only have the writing aspect thought through. I have story arcs, and stuff. However, in order to get noticed and be successful, I would need to create 2 issues first- be it digital or printed. The BIGGEST problem is lack of money and artistic skill. Therefore, not only would I need an artist, but I'd need someone who would essentially be doing it for practice and/or exposure. So I would need someone who believes in my vision, my idea, and be able to help me create it. If the comic takes off, and becomes successful I could pay them afterwards. If they are stupendous, and the comic gets published, I could maybe even offer royalties. However, I don't need anyone who shares in my vision so much that they'd steal it completely. So,... Where do I look? Do such people exist? How do I start?

I could try pitching the idea straight to a publisher, but then I'd never get noticed probably. I don't just some thoughts. Not sure if anyone reads these...

      Hey there, it's me again, Doug. Today sure was crazy. Skeeter came over and we were supposed to go to Honker Burger, but I had to walk Porkchop first. We passed by Mr. Dinks where he had some crazy gadget that looked more like a monster. It started spraying things all over. In all that camotion, Skeet ran over Porkchop with his skateboard! Mr. Dink tried to help, but that only made things worse. We went to the vet, and I think he's doing okay now. I just never thought I'd end up with a Cone Dog.
